PERHAPS in no other public institution are ‘human
resources’ more important than in universities, where the product is knowledge
and the labour market is highly competitive and international in scope. During
2000 the University continued to see its key objective of ‘the recruitment,
development and retention of the highest quality staff’ as central to
achieving its mission. Nonetheless, operating in an increasingly financially
constrained environment during 2000 has made it more difficult to meet the
objective. The impact of Commonwealth funding cuts has contributed to an
acceleration of an Australian ‘brain drain’ and has made it more difficult
for the University to keep its top international performers. The University’s
commitment to job security has been an important factor in minimising the effect
at this institution to date.
